Terms of Reference

1. Objectives of the Assignment

The objective of this assignment is to develop a web-based M&E platform that will support the KUSP APA III in effectively managing project data and monitoring progress against set indicators. The platform will enhance the ability of stakeholders to capture real-time data, generate insights, and provide timely reporting at multiple administrative levels (national, county, municipal, etc.).

• Develop and deploy a web-based platform to manage, monitor, and evaluate program/project performance.
• Provide tools for data collection, management, analysis, and reporting across various stakeholders.
• Facilitate decision-making based on real-time project data.

2. Scope of Services

The selected consultant/firm will provide the following services:

2.1 System Design and Requirement Gathering

• Conduct stakeholder consultations to define the system's functional and non-functional requirements, based on the project's Results Framework.
• Define user roles and access levels (Admin, Editor, Viewer).

2.2 Platform Development

• Design and develop a responsive, web-based M&E platform accessible on both PC and mobile devices.
• Key features:
  • Data Collection: Develop customizable forms for qualitative and quantitative data, with multiple input types (e.g., dropdowns, rating scales, multiple choice).
  • User Access: Implement secure login with role-based access controls.
  • Import/Export: Include import and export functionality (Excel, PDF, Word, etc.).
  • Reporting and Dashboards: Design interactive dashboards for real-time data visualization, progress tracking, and report generation.

2.3 Data Management and Analysis

• Ensure the platform supports data aggregation, analysis, and reporting based on pre-defined metrics.
• Develop mechanisms for automated data validation and verification, including a maker/checker control system.
• Enable the creation of ad-hoc reports for performance assessment.

2.4 Knowledge Management

• Develop an integrated Knowledge Management module to store and manage project documents (e.g., user manuals, FAQs, training materials).
• Ensure easy access to these documents by users at various levels.

2.5 System Verification, Testing, and Deployment

• Conduct rigorous testing (user acceptance testing, system performance testing, security testing).
• Ensure the platform is fully operational and meets the requirements of all users.
• Deploy the platform in a live environment.

2.6 Training and Capacity Building

• Conduct training workshops for system administrators and users.
• Provide user manuals and system documentation.
• Ensure a knowledge transfer process to the [Implementing Agency] technical team.

3. Deliverables

The key deliverables for this assignment include:

1. Prototype: A Minimum Viable Product (MVP) for initial user testing.
2. Final M&E Platform: The fully functional web-based M&E platform.
3. User Training: Training workshops for platform users.

Methodology

• Adopt design thinking methodology with user research for system design.
• Agile, iterative approach for platform development with regular feedback loops.

5. Duration of the Assignment
